Board of Trustees
The Lexington Public Library is governed by a Board of Trustees, a corporate body in which is vested management and control, including fiscal control, of the Library. The Board consists of seven members. Members are appointed by the Mayor of the Lexington-Fayette Urban County Government and are approved by the Urban County Council. Board members serve a four-year term and may serve two consecutive terms, but may not succeed themselves.
Officers of the Board are the Chair, Vice-Chair, Secretary and Treasurer. Officers are elected by the Board, and serve two-year terms. Officers may succeed themselves. The Board officers, which may succeed themselves, constitute the Board’s Executive Committee.
Richard Browning, Treasurer
Richard Browning is Senior Lender at Peoples Exchange Bank in Winchester, KY. He has a degree from the University of Tennessee and has been active in banking in the Lexington community since 1987. Mr. Browning serves on the Audit, Budget and Finance, and Property Committes.
Burgess Carey, Chairman
Burgess Carey is a Real Estate Development and Environmental Services Professional and a former Board member of Bluegrass Tomorrow, First Southern National Bank and the Kentucky Recycling Association. He became Chairman of the Board in July 2007.
Louis "Buzz" Carmichael
Louis “Buzz" Carmichael has over 32 years of successful experience in the investment community as broker, Certified Financial Planner, manager, and regional sales manager. He is active in many community organizations and committees. He is currently the Vice President - Capital Markets, at CBA Pharma.
Ralph Coldiron
Mr. Coldiron is a former Chairman of the Lexington Public Library Board of Trustees and board member of the Rolex Kentucky Three Day Event as well as co-founder of the Lexington Dream Factory. He currently serves as the national vice president for the Dream Factory.
Joseph H. Miller, Vice Chairman
Joseph Miller, an attorney with Gess, Mattingly & Atchison, has served as treasurer, vice-chair and chair of the library Board of Trustees. He is a member of the Building, Bylaws, Endowment and Technology Committees.
Kathy Reynolds
Kathy Reynolds is a Certified Public Accountant with Dean, Dorton and Ford in Lexington and a former Advisory Board member. She is chairman of the Audit Committee and also serves on the Building Use Committee. Currently, she is on the Boards of the Carnegie Center for Literacy & Learning, the Kappa Kappa Gamma House Corp., and is a member of Lexington Directions.
Larry Smith, Secretary
Larry Smith is a former Advisory Board member, and is also a board member of the Lexington Forum and President of the American Diabetes Association.
Currently, Mr. Smith is an independent consultant. Formerly, he was President of Smith Market Research (1987-2001) and was Senior Vice President of Central Bank.
Advisory Board
The library also has an Advisory Board, whose function is to give counsel on matters pertaining to the operation and administration of library services. It consists of 10 members. Members of the Advisory Board attend Board of Trustee meetings, participate in discussions at those meetings and serve on ad hoc committees.

Elisa Esther Bruce
Elisa Bruce leads the Hispanic Initiative Program at Fifth Third Bank of Central Kentucky, a diversified financial services company headquartered in Cincinnati, Ohio. She plays a large role helping to empower Central Kentucky’s growing Hispanic community by educating them on financial matters utilizing the skills she earned as an Educator and helping them make sound financial decisions. She is responsible for setting priorities for market competition and leading financial services for the Hispanic market. Elisa is active in the community, she has a weekly radio show on a Spanish radio station (Radio Vida 1440 AM) and also serves on several other boards in the Bluegrass area.
Benjamin Cowgill
Ben Cowgill’s law office is the only law practice in Kentucky devoted exclusively to matters that involve the law governing lawyers. He was formerly an Adjunct Professor at the University of Louisville Brandeis School of Law, and served as Chief Counsel for the Kentucky Bar from 2001-2003.
David Fleenor
David E. Fleenor is Of Counsel to Stoll Keenon Ogden and resident in the firm?s Lexington office. His practice is centered on health care and intellectual property law. He graduated from the University of Tennessee College of Law with Highest Honors in 1987. He clerked for the Hon. H. Emory Widener, Judge, United States Court of Appeals for the Fourth Circuit. Besides working at Stoll Keenon Ogden, Mr. Fleenor was General Counsel for the Kentucky Cabinet for Health and Family Services and General Counsel to Governor Ernie Fletcher.
Mr. Fleenor is a 1979 graduate of the United States Naval Academy.
Joyce Hahn
Joyce Hahn is a retired elementary school librarian who served for 24 years at Southern Elementary School. She currently volunteers for Central Kentucky Radio Eye.
Jeremy Horton
Jeremy Horton served as an employee of the Lexington Public Public Library from 1985-2007, beginning his library career as a Page in the original Northside Branch at the age of 15. In 2007, he left the Library after 22 years to become the Executive Director of the Kentucky Democratic Party, and was the Director of Governor Steve
Beshear’s Transition Team for the Finance & Administration Cabinet.
Jeremy was the co-founder of Change for Kentucky, one of the largest grassroots political organizations in Kentucky; and has served on the Executive Board of Planned Parenthood of the Bluegrass and the Association of State Democratic Chairs. He is a life-long resident of Lexington.
Kent Lowe
Kent Lowe is president and CEO of Lowe Promotions, a speciality advertising company based in Lexington for almost 20 years. He is currently chairman of the board with the Better Business Bureau. He has served on numerous boards in Lexington during his career.
Dr. Timothy Sineath
During his tenure on the Library Board, Timothy Sineath served on the Eagle Creek Building Committee, Personnel Committee and Nominating Committee, and has chaired the Planning Committee and Architect Selection Committee for Northside Branch and the Central Library. Currently, he is chair of the Circulation and Planning Committees.
Bill Wilson
Bill Wilson is Deputy Executive Director for Education and Outreach for the Kentucky Educational Television Network. He is responsible for the delivery of instructional television services to over 600,000 school children and over 42,000 teachers in all 176 public school districts in Kentucky. He also is responsible for the distance learning activities of the network, which includes preschool, adult education and college level courses.
Mr. Wilson is currently the Chaiman of the Board of Regents at Kentucky State University.
Candy Zaluski
Candy Zaluski is the Library Resource Specialist for the Fayette County Public Schools. She assists the 57 school library media specialists in their roles as administrators, teachers, instructional partners, information specialists and technology users. Her office runs the Teacher Resource Center and Central Processing Center and works with Physical Support in the designing of new and renovated libraries.
