The Elmer L. Foote Collection is a group of 190 lantern slides. They were created by Elmer L. Foote, a Cincinnati photographer and library staff member whose pictures appeared in the Cincinnati Commercial Tribune.
The item contains the text of an act of the 1910 Kentucky General Assembly and the 1912 amendments concerning the organization and governance of second-class cities, particularly Lexington, Kentucky, by commission.
